I was watching 1st and 10 a couple minutes ago, and Mark Schlereth had a pretty good explanation regarding it. They vote on this by giving guys a number between 1 and 10, and after collecting votes from however many people, the guy with the highest score wins. Everyone is going to vote Rice a 10 because they think no other receiver is close to being as good as he was, whereas when you look at QBs, some may say Montana, some may say Unitas, some may say Elway, etc...
That said, its got to be Montana. Also, Manning in the top ten is kind of confusing.
