After 26 checkouts, the libraries would be required to buy new copies of the digital books.

Libraries still have books...well, from the 1500's...but for checking out, old old shit checked out 100's of times.

optimal: book gets check out every two weeks=26 checkouts per year= new copy of ebook bought EVERY year!=CHA-CHING!
